Gresham’s Hardness Numbers Make Softening a Preference

Gresham’s water does not require a softener for safety, but the city’s blanket “not needed” guidance understates the practical case for one. Its reported 58–108 mg/L hardness converts to about 3.4–6.3 grains per gallon (GPG), crossing from slightly hard into moderately hard water—the range where recurring spots, residue and scale can make softening worthwhile as a household convenience (Your Oregon News).

That does not mean every Gresham home should install equipment. A household near the lower end with little visible residue has a weak case for softening. A household near the upper end that repeatedly cleans deposits from dishes, fixtures and heated appliances has a stronger one. The deciding issue is not whether the water is safe; it is whether removing hardness would eliminate enough work and scale to justify a system’s upkeep.

The City’s No-Softener Position Is Reasonable but Incomplete

The received view deserves a fair reading. City officials say the new groundwater meets applicable water-quality standards and falls in an upper-soft to moderately-hard range. They do not believe residents generally need water softeners. Instead, they recommend dishwasher rinse aid, prompt drying and hard-water cleaning products for white spots or mineral residue on dishes, appliances, fixtures and countertops (Your Oregon News).

That is sensible system-wide guidance. Hardness from calcium and magnesium is not evidence that drinking water is unsafe, and Gresham’s range is below the approximately 10 GPG level at which general consumer guidance suggests giving softening more serious consideration (Consumer Reports). Installing and maintaining a whole-house softener would be disproportionate for residents who see few effects.

The limitation is that “not necessary” answers a public-health and universal-infrastructure question. It does not establish that untreated water is the best practical choice in every home. The city is already coaching residents to manage the visible consequences of hardness by hand. For people doing that work repeatedly, optional treatment can still be reasonable.

Gresham’s Range Crosses a Meaningful Hardness Boundary

Gresham and Rockwood’s Cascade Groundwater Alliance completed the transition from soft Bull Run Reservoir surface water to groundwater in spring 2026. Cascade groundwater is now the primary supply, while Bull Run and Columbia South Shore water remain available as backup sources. The city describes calcium, magnesium and silica as naturally occurring characteristics of the groundwater on its water-quality page.

The conversion is straightforward: divide hardness in mg/L as calcium carbonate by 17.118 to obtain grains per gallon.

At the low end, 58 mg/L divided by 17.118 is approximately 3.4 GPG. At the high end, 108 mg/L divided by 17.118 is approximately 6.3 GPG.

On the commonly used Water Quality Association scale, slightly hard water runs from 1 to 3.5 GPG, while moderately hard water runs from 3.5 to 7 GPG. Gresham’s lower figure sits near the top of the slightly-hard band; its upper figure is solidly moderately hard.

The label is less important than what happens after droplets evaporate. Dissolved minerals stay behind as white spots or chalky residue. Heated water can concentrate deposition in kettles, water-heater components and other hot-water equipment. The same reported range can be barely noticeable on one property and irritating on another because actual hardness, water use, temperature, fixture finishes and cleaning expectations differ.

The city’s webpage displays the hardness unit as “m/GL.” Dated post-transition reporting identifies the range as mg/L, making mg/L the defensible unit for interpreting and converting the figures.

An undated commercial table still appearing in search results lists Gresham ZIP codes 97030 and 97080 at 32 mg/L, or 2 GPG. That page gives no sampling date, method, exact locations or original data source, and its publisher markets water-conditioning products (HydroFLOW USA). It may reflect the earlier supply or measurements taken under unknown conditions. It should not displace the dated 58–108 mg/L range reported after the permanent groundwater transition.

Visible Deposits Determine Whether Softening Pays Off

Moderately hard water can leave spots on glassware, chalky deposits around faucets, soap scum on shower surfaces and residue in containers where water is heated or allowed to evaporate. Soap and detergent performance can also feel different from what residents experienced with Bull Run water.

Those effects are not uniform evidence of a whole-house problem. A deposit at one aerator may be localized maintenance. Cloudy glassware can involve dishwasher settings or etching rather than removable minerals. Existing scale, plumbing condition and fixture materials can also affect what residents notice.

A Gresham-specific decision is better made from the pattern of deposits:

Rinse aid helps water drain from dishes instead of drying in mineral-bearing droplets. Drying shower glass, faucets and dark fixtures prevents evaporation from leaving the dissolved solids behind. A surface-compatible hard-water cleaner removes existing deposits but does not lower the water’s hardness.

These measures are a reasonable first response when deposits are occasional. They become less persuasive when a resident must repeat them frequently across several fixtures. At that point, the city’s own cleaning advice documents the burden that a softener would be intended to reduce.

The available local evidence does not quantify appliance-life reductions, added energy use, repair costs or a payback period for Gresham homes. Claims that a softener will necessarily pay for itself or extend an appliance’s life by a specific amount go beyond the reported data.

Test the Water That Actually Reaches the Property

A Gresham mailing address does not prove that a property receives City of Gresham water. Some addresses may use another public utility or a private well. Confirm the provider from the water bill, lease or property records before applying the city’s range.

For a city customer, a hardness strip can provide a rough reading from a regularly used cold-water tap. Follow the strip instructions, check its expiration date and record the numerical range rather than relying on a color description alone. One strip is not laboratory precision, but it can show whether the property is closer to 58 mg/L or 108 mg/L.

Before a consequential purchase, request a result that identifies the units, sampling point, test method and parameters measured. A free dealer test may be informative, but the seller has a financial interest in the treatment decision.

Private-well owners need property-specific testing. Municipal hardness figures say nothing conclusive about an individual well, which may also require evaluation for iron, manganese, sediment, sulfur-related concerns or other water-quality parameters.

A Softener Will Not Fix Every Transition Complaint

Residents reported chlorine-like taste or odor and discoloration during the change from Bull Run water to groundwater. The city characterized those as temporary effects associated with the source transition and distribution-system flushing (The Outlook).

Hardness is different and is expected to remain. Flushing can move changing supplies through water mains, but it does not permanently remove calcium and magnesium naturally present in groundwater.

A conventional ion-exchange softener targets those hardness minerals. It is not a general purifier and should not be selected to correct chlorine taste, transition-related discoloration, sediment, sulfur-like odors, microorganisms, metals or every unpleasant taste or smell.

White residue left after clear water dries is consistent with hardness. Brown, yellow or unexpectedly cloudy water calls for investigation of flushing, sediment, plumbing or another cause. A strong new odor, visible particles or a safety concern should be checked against current utility notices and reported to the water provider rather than treated with a hardness-only test.

Gresham says its groundwater meets applicable standards, and local coverage reports that the treatment process was reviewed and approved by the Oregon Health Authority (The Outlook). Those are system-level statements, not tests of every home’s interior plumbing.

Choose Treatment by the Result You Want

An ion-exchange softener removes calcium and magnesium by exchanging them for sodium or potassium ions. This is the appropriate category when the goal is genuinely softened water, fewer hardness deposits and changed soap performance throughout the house.

A salt-free conditioner generally aims to alter how minerals crystallize or adhere. It does not remove calcium and magnesium, so a hardness test after treatment should not show the reduction produced by ion exchange. Conditioning may fit a scale-control objective, but it should not be represented as softening.

A carbon or drinking-water filter serves a different purpose. Depending on its design and certification, it may address specified tastes, odors, particles or contaminants. A conventional carbon filter does not remove whole-house hardness, just as a softener does not automatically solve a chlorine complaint.

No equipment remains the right choice when the effects are negligible or easily handled. Gresham’s 3.4–6.3 GPG range makes treatment a preference-driven decision rather than a universal requirement.

Softening Adds Obligations as Well as Convenience

An ion-exchange system needs suitable plumbing, drainage, space and access for service. It periodically regenerates, uses water during regeneration and requires salt or potassium. Owners must refill and clean the brine tank, inspect the system and account for possible repairs and eventual replacement.

Using sodium chloride adds sodium to softened water and discharges chloride in regeneration wastewater. People following a very low-sodium diet should not rely on a generalized estimate of sodium addition. Consumer Reports recommends accounting for the issue and consulting an appropriate healthcare professional when dietary sodium is a concern. Local requirements should also be checked with the relevant utility or authority before installation.

No sourced local figure establishes the purchase price, annual salt use, regeneration volume or payback period for a typical Gresham home. Those values depend on measured hardness, household water demand, system capacity, efficiency settings and service conditions.

At the lower end of the city’s range, occasional cleaning will often be the proportionate response. Near 6.3 GPG, persistent deposits across several fixtures can make true softening a defensible convenience purchase. That conclusion accepts the city’s safety guidance while recognizing what its reported hardness and cleaning instructions mean inside an individual home.
